Scotland’s Night Time Economy (NTE) is a vital cultural and economic powerhouse, employing over 137,000 people and generating £43.5 billion in economic activity. However, it’s facing critical challenges from rising costs, restrictive policies, and insufficient government support.
The Northern Lights Manifesto, presented by the Night Time Industries Association (NTIA), outlines a clear roadmap to revitalise Scotland’s nightlife. Key recommendations include:
National and Local Governance: Establishing a dedicated Minister for the Night Time Economy and creating local strategies to actively promote and support nightlife.
Placemaking: Ensuring local planning policies protect iconic venues and cultural heritage, and properly implementing the “agent of change” principle to safeguard existing establishments.
Licensing Reform: Advocating proportional regulation, enhancing mediation roles, and revisiting restrictive policies like overprovision zones to foster growth.
People and Safety: Promoting professional development for nightlife workers, training for licensing authorities, and implementing street ambassadors for safer, more welcoming city centres.
Sustainability and Diversity: Encouraging initiatives around sustainable transportation, reducing environmental impacts, and fostering inclusive, accessible nightlife experiences.
Financial Relief: Calling for VAT reduction, significant business rates relief, a dedicated fund to protect cultural venues, and equitable insurance schemes to support venue operators during crises.
This manifesto proposes transformative steps for Scotland to nurture a thriving, diverse, and sustainable Night Time Economy that benefits communities, businesses, and culture alike.
